Many states and regions are now constructing Next Generation 911, an IP-based system that will allow 911 to easily transfer calls to different call centers, re-route calls if a PSAP is overburdened, and eventually receive images and videos of caller incidents.
Since the 1960s, the National Highway Traffic Safety Administration has backed efforts to connect communities with emergency services. Since its creation in 2004, the National 911 Program has aimed to assist states in their efforts to improve 911 services by providing resources and grant funds for 911 technology and operations.

Where did 911 come from?
In the United Kingdom, the first known usage of a national emergency telephone number was in 19371938, using the number 999, which is still in use today. In the United States, the first 911 call was made by Alabama Speaker of the House Rankin Fite in Haleyville, Alabama in 1968, and was answered by U.S. Rep. Tom Bevill. In Canada, 911 service was implemented in 1972, and the first 911 call was made in London, Ontario, in 1974.
The National Association of Fire Chiefs advised that a single number be used for reporting fires in the United States in 1957, prompting a campaign for the construction of a statewide American emergency telephone number. The Canadian city of Winnipeg, Manitoba, was the first in North America to implement a central emergency number in 1959, at the request of Stephen Juba, the mayor of Winnipeg at the time. Winnipeg utilized 999 as its emergency number at first, but converted to 9-1-1 once the United States recommended it.
In 1964, an attack on Kitty Genovese, a woman in New York City, heightened the urgency of the initiative to establish a single emergency number. The Genovese had requested assistance, but no one had called the cops. One reason for people's reluctance to call the cops, according to some experts, is the difficulty of doing so; any calls to the cops would travel to a local precinct, and the reaction would rely on which sergeant or other higher-ranking officer handled the call.
The President's Commission on Law Enforcement and Administration of Justice advised in 1967 that a single hotline be established for reporting emergencies across the country. In November 1967, the Federal Communications Commission met with AT&T to decide on the number.
The number was decided upon in 1968. AT&T chose 9-1-1 because it was straightforward, easy to remember, dialed quickly (which 999 would not with the rotary dial phones in use at the time), and functioned well with the phone systems at the time because of the middle 1, which indicated a special number (see also 4-1-1 and 6-1-1). The Bell System telephone businesses were the only ones affected at the time; independent phone companies were not included in the emergency telephone plan. Alabama Telephone Company chose Haleyville, Alabama, as the site for its implementation ahead of AT&T.
On March 1, 1968, AT&T launched its first service in Huntington, Indiana. The implementation of 9-1-1 service, on the other hand, took many years. The Illinois Commerce Commission did not permit telephone service provider Illinois Bell to offer 9-1-1 to the Chicago suburbs until 1981, despite the fact that the city of Chicago, Illinois, had access to the service as early as 1976. Even even then, implementation was slow; only eight Chicago suburbs in Cook County had 9-1-1 service by 1984. At least 28 Chicago suburbs lacked 9-1-1 service as late as 1989; some of those communities had previously chosen to deny 9-1-1 service due to expenses and a failure to appreciate the benefits of the system, according to emergency response officials.
In terms of nationwide coverage in the United States, by 1979, 26% of the population could dial the number. By 1987, it had risen to 50%, and by 2000, it had risen to 93 percent. As of December 2017, 98.9% of the US population had access to the internet.
Conversion to 9-1-1 in Canada began in 1972, and as of 2018, 9-1-1 is used in almost all areas (with the exception of some rural areas, such as Nunavut). Each year, twelve million calls to 9-1-1 are made in Canada, according to statistics from 2008. The Northwest Territories started 9-1-1 service across the territory on November 4, 2019, with the possibility to get service in any of the territory's 11 official languages.
On September 15, 2010, AT&T announced that the State of Tennessee had approved a service to support a statewide Text-to-9-1-1 trial, allowing AT&T's customers to send text messages to 9-1-1 PSAPs.
The North American Numbering Plan is used in most British Overseas Territories in the Caribbean; Anguilla, Bermuda, the British Virgin Islands, and the Cayman Islands use 9-1-1.
